TERMS OF REFERENCE FOR THE TASKFORCE MEMBERS OF THE PROPOSED PUBLIC UNIVERSITY IN WESTNILE REGION

Introduction

The Government of Uganda decided to set up a Public University in West Nile Region. The decision was made in 2009 and subsequently three persons Taskforce Committee was appointed by the Ministers of State for Education and Sports responsible for Higher Education in late December 2009 and Early January 2010. The Membership of the Task Force is as follows:

Dr. Fr. Odubuker Picho Epiphany - Member
Mr. Lam-Lagoro Jame - Member

Terms of reference (TOR)

a) The chairperson of the Taskforce Dr. Christine Dranzoa will carry out the duties under the schedule of a Vice Chancellor. After legal processes of starting the University have been completed, appointments will be effected through laid down processes within the Universities and other Tertiary Institutions Act 2001 as amended.

b) Dr. Fr. Odubuker Picho Epiphany member of the task Force will carry the duties of the University Secretary. After the legal processes of starting the University have been completed, appointment will be effected through laid down processes within the Universities and Other Tertiary Institutions Act 2001 as amended.

c) Mr. Lam-Lagoro James member of the Taskforce will carry the duties of Academic Registrar. After the legal processes of starting the University have been completed, appointment will be effected through laid down processes within the Universities and Other Tertiary Institutions Act 2001 as amended.

d) The Chairperson will lead the Taskforce to liaise with all stakeholders in identifying a suitable site/land to establish the University and also establish office space in the region.

e) The Taskforce will coordinate the development of the master Plan and Strategic Plan for the proposed University.

f) The Taskforce will coordinate the physical infrastructural development of the proposed University.

g) Curriculum development and programmes identification will be spear headed by the Taskforce.

h) Planning for the human resources, equipment and material requirements will be under taken by the Taskforce.

i) Taskforce will do anything deemed necessary to ensure that adequate arrangements are made to kick-start the operation of a Public University in West Nile region in keeping with the provision of Universities and Other Tertiary Institutions Act 2001 as amended.
